Questions
Is my document photo uploaded to compress it?
No. This gets used for passport and ID photos more than anything else, so it is worth saying plainly: the image is compressed on your own device and never sent to us.
How does it hit an exact size?
It re-encodes the image repeatedly, narrowing in on the highest quality setting that still lands under your limit — a binary search rather than a single guess.
What if it can't get small enough?
Reduce the pixel dimensions as well. A 200 KB target is easy at 1000 pixels wide and near-impossible at 6000.
Does it work on a phone?
Yes, which is handy since most rejected uploads happen while you are filling in a form on your phone in the first place.
